Background
Procurement of systems under various Defence programs of the three Services is a continual process. These are usually undertaken against RFPs/ RFQs formulated to meet the specific requirements of each project/program. In due course , these isolated systems are expected to seamlessly integrate and become a the part of the enterprise within each Service and the entire Defence arena, as a part of ‘Joint’ programs like : C4I/C4ISR. These pose major problems, as the stand-alone systems are often not built on the foundation of Open Standards.
In the arena of Defence & Homeland Security , the Defence enterprise is expected to seamlessly integrate/’talk to’ systems under the Central/ State agencies (police / civil defence etc). Here again lack of Open Standards inhibit interoperability. The stakeholders in Defence / Homeland Security, recognize the above and usually specify ( in RFQs) that the proposed system should be ‘OGC Compliant’ or ‘OGC Certified’ , often without an in-depth understanding of what such Compliance/ Certification entails . Thus the ‘proposer’ is not equipped to critically evaluate proposals from vendors/systems providers which mention, that the offered system is ‘OGC Compliant’. Understandably, such systems often fail to meet the expectations of the stakeholders.
OGC Workshop Objectives
The Workshop aims to demystify the foundation of Open Standards as advocated by OGC. It brings out the whole process of OGC Compliance/Testing/Certification as well as Interoperability test beds. How these are planned, designed and implemented, with the active participation of the Industry/Government and the Academia.
The Workshop would be participative, aimed at getting the feedback from the participants on the problems experienced by them during procurement / implementation of various systems. This would provide the much needed ‘take away’ for OGC on real life issues in India.
